Nightly 84.0a1, Beta 83, Release 82.0.3

Windows 10 x64
Ubuntu 18.04
#### Steps:

  1. Launch Firefox and go to: https://www.reddit.com/r/videos
  2. Play a video and click on the PiP icon.
  3. Scroll down few seconds.

#### Actual result:

PiP window is closed after scrolling few seconds.
#### Expected result:

PiP window should not disappear.
#### Regression Range:

This is not a recent regression, I am able to reproduce it in Fx71 as well.
