Currently it's impossible to access utility tray on lockscreen.
But if we cannot access utility tray and there are multiple attention windows and all of them are at toaster mode, we cannot access the bottom attention.
Rob, do you think this is a good idea for user could pull down utility tray when device is locked? Since we already show notification on lockscreen, there should be no security concern to let the user see the notification detail in utility tray.

Hi Alive - Showing the utility tray on lock screen isn't part of our current UX model. This would be a major change and we'd really have to rethink the entire lock screen design if we were to do this. If we have multiple attention windows, can they not be shown in the notifications? Or are you worried they will get cut off? - Rob
