Once we implement Drafts service/client we likely won't need InterInstanceEventDispatcher anymore. When draft is created/modified/removed from one instance (i.e. inline activity) via Drafts service, all Drafts service clients (incl. ones residing in different instances) will be notified about the change. It basically what InterInstanceEventDispatcher was shim for.
