Lowering priority of bugs that don't need to block initial EME rollout.

Moving this bug from P2 to P1 because the number of F7363-3322 errors doubled in the recent beta test. 3322 is the most common sub-code of F7363.

There were 187 occurrences of F7363-3322 in Netflix's 2015-11-30 beta test, the most of any F7363 subcode.

There were 1.2 million users in the 11/30 test. There were 50,000 users in the 10/08 test. So the incidence has actually gone down significantly. There will be a certain irreducible error rate here (probably very low) due to user modifying their machines and thus changing the device fingerprint, deleting files off disk, etc. This should not pose a concern in my opinion.
