Steps to reproduce:
Any 720p HD video uses 1708/2502 core/mem clocks using an nvidia GTX 1080 (low gpu usage ~5%)
IE and edge use 620/202 and higher gpu usage (~15%).
Its a shame because high clocks use ~40W more power.
Firefox version is 53.0b6 (64-bit), nvidia drivers are 378.92
Expected results:
Low clocks on video playback
