Steps to reproduce:

• Launch Nightly
• Go to any video, such as youtube: https://www.youtube.com/watch?v=IoinmjCmM-E
• Click on the PIP toggle button
• Place the mouse cursor over the borders of the PIP window and try to resize

Expected Result:
The resizing cursor should be displayed when the mouse is hovered over resizable window border and should stay like that until the user finished resizing.

Actual Result:
There is no resizing mouse cursor displayed, thus it is difficult to resize the PIP window.

We can't reproduce this issue anymore, thus closing it as Resolved:WorksForMe.
