Staged rollout for AppCache removal

We are planning to remove support for AppCache. This will be done gradually to better mitigate the risk of accidental breakage.

Experimenter is the source of truth for details and delivery. Changes to Bugzilla are not reflected in Experimenter and will not change delivery configuration.

AppCache removal testing

Firefox Release 80 to 82

We have finished testing the [PI-768] AppCache removal testing rollout. We only tested the rollout delivery mechanism, after vgosu informed us that they have automation tests that cover the rest of the functionality.

QA’s recommendation: GREEN - SHIP IT

Why is this rollout green? ?

• We haven’t found any issues during testing.
