In Eudora 7, you were able to compose new mail in tabbed windows. In Eudora 8, this is impossible. Users should be able to write e-mail in tabs so as to keep Eudora self-contained and clutter-free.

Reproducible: Always

Steps to Reproduce:
1. Press "Create a new message"
2. The compose window detaches into a new window
Actual Results:  
Currently, the compose window is a detached, specific window.

Expected Results:  
The compose window should be a tab in the mail window.

Yes, that dependency is a good one.  I don't think Penelope can really do this as an extension until the core TB code supports it.

This bug is filed against Penelope, and we really need to avoid confusion with corresponding TB bug 449299 -> tweaking summary.

For the same reason, 661797 is a dupe of 449299, not this one.
