Create a table and set row 1 to the header row.
Place cursor in Row 1 column 1 and press down arrow. Cursor moves out of the table to the line below it.

This is still reproducible with the latest Nightly build and current Nightly builds of CKEditor using JAWS 2020.2006.12.
