I'm breaking these changes out from bug 46775 so that they can get some
visibility, get reviewed, yada yada. We need to land these with the static branch.

The changes look good to me, although it seems that all the uconv changes have
already been checked in, so you'll probably want to chop those out of your
patch. I assume there's no way to turn this on the Mac yet; probably waiting on
thesteve's work? If there was, I'd be happy to build it for you and do some
testing. As it is, I've already put myself at thesteve's disposal for making
this stuff work on Mac.
