We've been running with loop installed via social's preferences until now. We need to develop a way to have Loop active where: - It can be activated without affecting other users - It can't be deactivated as a social provider (the button can be moved, but that's different) - It isn't listed in the services section of the add-ons manager

I realize this work depends on what we agree to do about permissions and the social API. But regardless of what we decide, I don't think we should hold MLP for this bug. I think the question is whether we should move this to MVP or whether this work isn't needed (dependent on how bug 976109 gets resolved).
